Popshoi Calls for International Coalition

Speaking at the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg, Mihai Popshoi proposed creating an international coalition to ensure the withdrawal of Russian troops and ammunition from Transnistria.The statement comes amid rising tensions between Chisinau and Moscow, as well as shortly after Moldova declared members of the Operational Group of Russian Forces (OGRF) persona non grata.

“A Strong International Coalition”

Popshoi emphasized the need to consolidate Western partners to address the long-standing issue:

“We have a duty to create a strong international coalition to compel the Russian Federation to withdraw its troops and ammunition from Moldova.”

He noted that since 2014, following what he described as the illegal annexation of Crimea, there has been no rotation of Russian troops in the region. According to him, the contingent has decreased significantly, with some personnel recruited locally, including Moldovan citizens.

Reintegration Agenda

The minister also highlighted Moldova’s “reintegration” agenda, referring to restoring control over Transnistria.

He stated that Council of Europe mechanisms could be used to develop tailored solutions when the time comes.

Reaction from Russia

The initiative drew a response from Sergey Shoigu, who warned of possible consequences.

He stated that any attempt to resolve the Transnistrian issue by force or to replace Russian peacekeepers with Western forces could lead to serious escalation.

Shoigu also said Russia would continue to protect its citizens in the region.

Moldova Stresses Peaceful Approach

Despite the strong rhetoric, Moldovan authorities insist there is no military scenario.

Deputy Prime Minister for Reintegration Valeriu Kiveri stated that the government remains committed exclusively to a peaceful resolution and that claims about military intentions are inaccurate.

Limited Support in Europe

The idea of forming such a coalition is not new. Similar initiatives were proposed in 2024 but failed to gain broad support.

While Emmanuel Macron showed some willingness to engage, most EU and NATO countries remained cautious.

Uncertain Prospects

Amid the ongoing war in Ukraine and instability in the Middle East, the prospects for such a coalition remain unclear.

It is uncertain whether Moldova’s initiative will gain real international backing or remain largely declarative.
