Unirea theme returns to PAS messaging

The idea of unification with Romania has once again become prominent in statements by representatives of the ruling Party of Action and Solidarity (PAS).

Against the backdrop of uncertainty over the European Union’s willingness to admit new members,  including Moldova alongside Ukraine, members of the governing party have revived discussion of unification as an alternative route to joining the bloc.

PAS lawmaker Lilian Carp publicly stated that Moldova has “two possibilities” to become part of the European Union: accession within its current borders, or unification with Romania.

Carp describes unification as fallback scenario

Speaking on a television programme, Lilian Carp said that the unionist segment in Moldovan society is growing and acknowledged that he himself has long supported unification.

“If the messages we are receiving now are to be taken as fact, then the Republic of Moldova is fortunate to have two opportunities to become part of the European Union. […] You know, I am a convinced unionist, and my belief is that we are two states, but one country,” he said.

He added that if Brussels delays the negotiation process or ultimately closes the door, unification with Romania could serve as a fallback option. He referred to this process as “reunification,” suggesting it would allow Moldova to join the “larger European family.”

At the same time, he said that accession within Moldova’s current borders remains the preferred option, provided society overcomes what he described as a degree of “uncertainty.”

Debate over sovereignty and political implications

Moldova’s Constitution defines the country as a sovereign, independent and unitary state. It also states that no authority other than a legitimate one can impose its will on the people. In this context, unification with another state would raise questions about these constitutional principles.

The remarks by Lilian Carp, who has pledged to uphold Moldova’s sovereignty, have prompted criticism from opponents. They argue that instead of focusing on strengthening state institutions and advancing reforms to speed up EU talks, such statements present the possible loss of statehood as a contingency option.

Questions have also been raised about whether such a decision would require public consent, as well as about the broader political consequences.

Western partners generally emphasise the importance of stability in Moldova, which makes the issue of unification a sensitive topic in external relations.
