Israel has pushed back against criticism from Ukrainian President Volodymyr Zelenskyy, who accused the country of facilitating the shipment of what Kyiv claims is “stolen” grain.

Zelenskyy, bypassing diplomatic channels, warned in a social media post that Ukraine could impose sanctions over a cargo shipment that reportedly arrived at the port of Haifa.
“Based on information from our intelligence services, Ukraine is preparing a corresponding sanctions package that will cover both those directly transporting this grain and the individuals and entities attempting to profit from such a criminal scheme,” he wrote on Telegram.
The dispute centres on the cargo vessel Panoramitis, sailing under a Panamanian flag, which Ukrainian authorities allege is carrying grain from territories under Russian control.
Israel calls for formal evidence
Israel’s response was swift but measured. Foreign Minister Gideon Sa’ar rejected what he described as “Twitter diplomacy,” urging Ukrainian officials to present evidence through established legal channels.
“When you verify something, you verify facts. The vessel has not entered the port and has not yet submitted its documents. It is impossible to confirm the validity of Ukrainian claims about falsified bills of lading,” he said.
Sa’ar added that the Ukrainian government had not submitted any formal request for legal assistance, nor provided supporting evidence.
“At this stage, the Ukrainian government has submitted tweets. When it comes to alleged crimes committed abroad, formal procedures are required. Israel is a state governed by the rule of law, and its authorities must act accordingly. Legal discussions must be based on evidence.”
Diplomatic tensions highlighted
The exchange highlights tensions over trade routes and enforcement mechanisms linked to the war in Ukraine.
While Kyiv has sought to draw attention to alleged illicit grain exports, Israel has emphasised the need for formal legal processes and verifiable proof before taking action.
