Moldova’s Court of Accounts has identified a series of irregularities in the construction of a new military base in the commune of Băcioi, a key infrastructure project led by the Ministry of Defence.
The findings raise concerns about financial management, procurement procedures and project implementation.
Băcioi military base audit highlights issues
According to the audit, despite the strategic importance of the project for the National Army, the construction process has been affected by shortcomings in resource management and documentation.
The Court of Accounts pointed to several key problems.
Financial and procedural deficiencies
Auditors identified violations in budget planning and public procurement procedures. There were also deviations from established rules in the awarding of contracts to contractors.
Documentation shortcomings
The report highlighted improper preparation of documentation at both the design and construction stages. This, auditors noted, reduces transparency in how public funds are being used.
Risk of delays
Due to organisational and bureaucratic issues, there is a risk that the project may not be completed within the deadline. Delays in commissioning the facilities cannot be ruled out.
Strategic project under scrutiny
The Băcioi military base is considered one of the central projects in the modernisation of Moldova’s National Army. It is intended to meet modern standards and provide improved conditions for military service and training.
Following the audit, the Ministry of Defence is expected to address the identified shortcomings and strengthen oversight of public spending related to the project.
