Ukrainians Ready for Territorial Compromise in Exchange for Peace

A study conducted by the Kyiv International Institute of Sociology (KIIS) suggests that many Ukrainians are growing tired of the war and may be open to territorial concessions.

Respondents were asked to consider a hypothetical referendum and express their views on a potential peace agreement. The proposed scenario involved Ukraine relinquishing control over part of its territory in exchange for security guarantees, an economic recovery plan, and membership in the European Union by 2027.

According to the survey, if such a referendum had taken place in March 2026, 61% of respondents would have voted in favor of the proposal.

Only 10% said they would vote against it. Another 21% said they would not participate in such a referendum, while 9%said they were undecided.

The results indicate a notable shift in public attitudes. Data from the same KIIS institute show that in June 2025, only 38% of respondents were ready to accept certain territorial concessions. In 2023, the share of those willing to consider such compromises was just 10%.

The findings suggest that support for potential territorial compromise has increased significantly over time, reflecting growing public fatigue with the war.
